If you are referring to a continuous rapid clicking sound, yes, that is caused by low voltage getting to the starter solenoid.
It is possible that you have a bad battery cable connection, either hot or ground, and that is the first thing you need to check.
But most often it is simply due to a weak/bad battery.
Check the cables to make sure the connections are clean and tight.
If no problem is found with the cables, you need to take your battery in and have it load tested. Do not rely on a voltmeter or battery charger to tell you if the battery is good or bad. Even a bad battery can read fully charged with 12V, but not have enough ampacity to do any work.
Liken it to old batteries in a flashlight. The bulb comes on as soon as you turn the switch on, but dims and goes out within seconds.
