I'm working on a 18.5 JD LA100 , is there a way to fix or adjust the decompression vale with out taking it to a dealer?

You could try adjusting the valves, set them on the minimum, .003 intake,and.005 on exhaust.

The decompression lever is part of the camshaft,and engine has to be disassembled to repair.
