Welcome to JUST ANSWER small engines, let me try to help you !! Twin engine, seems unlikely that both cylinders would have no spark. The carburetor has a solenoid in the base of it that plugs the main jet. Does this solenoid retract as soon as you turn on the key? It has to have 12 volts as long as the key is on. Of it does not open, the engine gets no fuel.
