The first thing to do is take the battery to a good auto[arts store and have them LOAD TEST it to see if it is any good. IF that is not the problem, then you most likely have a bad charging system in the mower. Some of these had a voltage regulator that can go bad and others only have a diode. I do not know which you have. It can also be the STATOR that is located under the flywheel.
It is possible that you have a short in some of the wiring, but it is unusual.
