I have a kubota ZD326 and it will not turn over. Battery is good replaced starter but nothing. I can short it to start

Welcome to JUST ANSWER small engines, let me try to help you !! Do you get any indication you have voltage to the key switch? All fuses have been checked with meter to insure they are good? Do you have test light or voltmeter to check the system?

I have voltage at the key switch, all fuses are good and I do have a test light

the test light shows power at the starter, so battery is good.

Do you have voltage at the switch wire on the key switch? The one that goes to the starter solenoids start terminal? If you do have voltage when the key is turned to start, the wire between the key and the solenoid my be broken or damaged. Otherwise you have a bad safety switch.
