the batteries are one year old
all the cables are tight

Welcome to JUST ANSWER small engines, let me try to help you !! Do you have voltmeter to test the batteries and the battery pack voltage? Does the charger run at least 8 hours when charging?

Batteries are good. Just checked. The charger maybe? At the end of a few (6-8) hours of charging it's just blank. No juice.

48 volt system ,fully charged should be around 54 volts. 36 volt system would be over 40 volts! is this what you have after charge? The charge should drop the charge rate as the batteries top out. How long does the charge last? Does it lose charge while sitting or does it just loose charge quickly under use?
