Have a neighbors mower, will run decent with about 1/4-1/3 choke, but not without ?

The cause is that you are not getting enough gas through the carburetor.
The carburetor will need to be taken off and cleaned. I recommend that you get a complete carburetor repair kit to install when you clean the carburetor.
THis is a very common problem if the mower is stored over the winter and has even a small amount of gas left in it.
Also make sure that you are using FRESH gasoline.
