How can I diagnose a bad electric motor starter on a 18.5 hp Briggs and Stratton engine

Take a jumper cable from the battery + and touch it one the + stud on the starter and see if it cranks over normal. If it still cranks slow take the spark plug out and try cranking it to relieve pressure. Chances are the starter is getting weak.
