I have a Kohler Courage 19 riding lawn mower. It has problem with gas smell coming out of carb.

The problem may be that the needle valve in the carburetor is not seating correclty and allowing the carburetor to flood. The entire carburetor has to be removed from the engine and the carburetor be rebuilt.

If you have the service manual it will walk you through it. It needs to be removed and completely disassembled. You will then need to soak all of the metlal part overnight in carburetor cleaner. Once it has soaked you will then use a small wire to clean all of the passages. Get a carburetor from you local dealer and then put it all back together.

You need to buy the carburetor rebuild kit from your local dealer.

can it be fuel shut off solenoid that is in bottom of fuel cup ?

The fuel solenoid could be bad, but the fuel has to utimately leak past the needle valve to get into the carburetor chamber.
