I have a briggs and stratton Quantum 4 hp engine
model no 122707

I put a carb kit in and it starts and runs really well but it runs wide open and has no idle.
I did not take the governor linkage apart but when I was removing the carb I heard something drop out ( small and metalic ). I have since found a small set screw on the floor.
Could this be related?

There should be no set screws involved in anything you touched while rebuilding the carburetor. Make sure the governor spring is connected properly.

The linkage was connected correctly but the idle speed was set too high and when I scewed it out to slow down the engine hunted. I leaned the richness down and the hunting
stopped. It now idles.
