I have an old HH60 105091F S/N 5318D Tecumseh engine on a troy built roto tiller. I either need a new flywheel if available and a carberator rebuild kit. OR I need a new engine for my machine. Will a 5.5 Hp be big enough and what spec number is XXXXX and type.

You will be hard pressed to find a new flywheel. Is this a horse model tiller. If so then I would recommend that you do an engine repower with a briggs 6.5hp. I have done several of these swaps and they work great. Tiller / OLDER 2 SPEED
