I just rebuild a Briggs & Stratton Model 190402 carburetor and I am trying to find out how to set the two needle valves.

The adjustment screws should both be set a 1 1/2 turns open from lightly seated. You will then turn the idle mixture screw in until it starts to stall and then back it out until the engine misses. You will want it between those two places for the best idle. You will then want to put the rpm to high and the adjust the high speed needle the same way.
