Your going to have to remove the whole shroud that covers the flywheel. What engine do you have?

To restring any recoil you will need to follow the following procedure. Remove the housing from the engine. Once you see the backside of it you will be able to see the pulley and hopefully the knot that is tied into it. You will want to remove the old rope from the pulley and then wind the pulley back up until it gets tight and then back it off enough so that the hole in the pulley aligns with the hole in the starter housing. Once you have both holes aligned you will want to use a c clamp to hold the pulley in position while you get the rope through the pulley and housing. Take the new rope and tie a knot in one end. Take the opposite end and run it though the hole in the pulley and then out the hole in the housing and pull it until the knot seats at the pulley.Tie something to the loose end of the rope that will not allow it back through the hole in the housing. You will then want to hold the pulley and release the c clamp and allow the rope to rewind. You will then run the loose end of the rope through the hanlde and tie the knot.
