OK. But the machine does not start at all. I interpret that as meaning, the foot pedal is connected incorrectly somehow. Make sure it is not.

If you have been using the same exact type and model of foot pedal, connected the same way, before this, and if the foot pedal cord nor the port on the machine that it plugs into is damaged nor dirty, then your sewing machine has an internal defect or error. Being new, it should be either shipped back, as you said before, or else it should be given to a local Singer Warranty Service Center for warranty repair work for free - Note that Singer's warranty is very long compared to most companies that make equipment and devices, much longer than the 1-year usual for electronics equipment makers.

In case you cannot simply return it by now, and you would prefer to have it warranty-serviced instead, please tell me your local zip code or town/city and state, so that I may provide listings of the nearest Singer Authorized (and if those are all distant as sometimes happens, other sewing machine repair centers) warranty centers, against that eventuality and need.

I understand... Most likely the fault is in the machine. Singer's warranty is very long comparatively, I may remark, because generally their machines have a long history of very good long-lasting performance. It's a shame that you seem to have a machine that's a bit less than ideal in quality - you have said you have had other problems.

.... provided that you *can* so cross the border with a sewing machine... and provided that this shop in Burnaby B.C. *will* do warranty service on a US-made and US-sold machine (you'd have to call them and check, of course.)
