99 saturn sl2, EGR valve stays open, causing poor

Hi! 99 saturn sl2, EGR valve stays open, causing poor acceleration, slugglish, jerking, so changed out EGR valve, but no change. Mechanic just disconnected, and runs fine, but I want to correct problem

Linear, I'm getting P0405, but it is disconnected now to keep valve closed.

Does it have a fail safe on these that would cause it fail open?

What I see is that the map sensor comes into play as this type of EGR operates on pressure readings rather then vacuum, and the only one input for that is the map sensor. I would check that and it's connector first before looking at the ECU

Yes if the proper message is sent at the right time to the ECU then it can be the ECU is reading wrong.but check that first.
