My 2007 saturn aura xr will not start. The radio comes on

My 2007 saturn aura xr will not start. The radio comes on and the headlights come on but the engine does not turn over.
JA: Have you checked the fuses? Have you checked the bulbs?
Customer: No I haven't done anything yet. It was pouring down rain and the last time this happened the mechanic said it was the battery but the battery is at most a year old.
JA: Are you fixing your Aura yourself? What have you tried so far?
Customer: Nothing as of yet. I will try to jump it tomorrow morning.
JA: Anything else you want the mechanic to know before I connect you?

Do you own a volt meter?

I assume it will not crank since you said does not turn over?
