I have a 2008 xr 3.6 engine,I have replaced the power

I have a 2008 xr 3.6 engine,I have replaced the power steering pump and filled the reservoir,I stared the engine for 5 seconds ,then Ilet it sit for.15 minutes.The fluid went down a little .I restarted the engine for 10 seconds,let it sit again,.I've done this 4 times and theni started the engine turned the wheel and it is very stiff like it was before the pump replacement. Is there something else I should check or be doing?
