I have a 2004 Saturn ion my clutch is sitting gh when I push

I have a 2004 Saturn ion my clutch is sitting high when I push my clutch down it's all the way to the floor so I decided to feel under my clutch and the push rod is short its no where near the clutch pedal. The car will not go into gear when I push the clutch down . It only goes into gear when my foot is not on the clutch . Do I need to replace the clutch master cylinder . I went to a mechanic and he said that my pushrod broke into my pedal he stated that I need a clutch pedal assembly n a clutch master but do I need a new push rod or does that come with most clutch master cylinder
