2003 SATURN ION NOT STARTING NO CHIME NO INTERIOR OR DASH…

Ok, no problem. There have been a lot of issues with these ignition switches on these vehicles. This could be your issue. However, I have a feeling you could have a bad ignition lock cylinder control solenoid/actuator or switch causing your condition. The switch is in the shifter and the solenoid/actuator is located on the column. I suspect either the switch or the solenoid is sticking causing this condition. Sometimes if the shifter is not all of the way in park it can cause this condition you are describing. In addition, sometimes the shifter linkage needs to be adjusted up to help compensate for this condition.

If you would like to test for this, then you can check for 12 volts on the Yellow wire at the ignition lock cylinder control actuator when this problem occurs. (it should have battery voltage on it). Then check the Dark Green and White wire and check for stable ground with the shifter in park. If there is no ground, then confirm the shifter is fully going into park all of the way and that the switch in the shifter assembly is sending a ground to the actuator.

Also, when this happens, you can jumper from the Dark Green/White wire to the Black wire at the ignition lock cylinder control switch in the shifter and if the ignition lock cylinder now releases, the ignition lock cylinder control switch in the shifter is defective.
