THis could be several things. The most common are bad wheel bearings, rust on the rotors from sitting or the splash shied that protects the rotor from rain could be hitting the rotor as it goes around causing this noise. All three are very common and can cause this noise. The last two would not be a big deal.. just more of an annoyance than anything else.

If the wheel bearings are bad to the point where they are loose, then yes... they should be taken care of right away.
HOwever, the wheel bearings could still be making your noise but might not even be loose. THis could through off the technical because when he puts it up in the air, he will not find any problem because the wheel bearings check out just fine.
