IF you have a propane furnace that is controlled by the thermostat then it will not work without propane, you mention the propane tank is empty so that will have to be filled for the furnace to work.
Some RV's have a heat strip or heat pump that is built into the AC unit, it is an option for the AC unit. They are meant to take the chill out of the air and do not work very well when the temps are below 35. Hard for me to know if you have this option. Most thermostats have a mode button and you may see electric heat, heat strip or heat pump on the thermostat when you press the mode button. IF you do not have that option then you are going to have no heat at all until you can get propane and the furnace going again.
