I assume the water heater is not working on electric.

When you turn the switch on inside you should have DC voltage on a white wire going into the circuit board under the outside access, voltage is then passed to the board on a yellow wire, if you have voltage on the white and not the yellow the board is bad.

The yellow wire goes to a relay and it allows voltage to pass the element, the relay and heating element are on the back side of the water heater, so you have to go inside the RV opposite of the outside access panel, you may have to pull a false panel or some drawers to get at them, normally the heating element will have a removable cover to access it.
