Howdy and welcome to Just Answer. My name is ***** ***** and I am a Master Certified RV Tech. I understand how frustrating RV issues can be. I have been working on RVs for 35 plus years. I see you are having an issue with your leveling jacks. What brand are they and are they hydraulic or electric?
If it is a hydraulic system, find the pump motor and normally there is a in line fuse that controls power to the panel.

Can you take some pictures of your control panel and your pump motor?
Ok.. I am researching right now to find the right manual for you.
Need to look for the controller that will be mounted toward the center of the RV in a basement area on the ceiling.
Look in your battery compartment for the house and see if there are any auto reset breakers.
Do you have power to the motor of the pump?
Look on page 10 for a wiring diagram. This manual will also tell you where to check for voltage on the system.

Page 11 tells you where to check for voltage and troubleshoot your system. Do you have a battery control box in the basement area close to the batteries?
There will not be master switch on it. The controller is what tells the pad when you are level. The power comes from the battery to the solenoid then to the controller. From the controller, it goes to the panel. There is a blue wire from the controller back to solenoid that engages the pump motor. Double check all your grounds on the system. Are your batteries full of water?
You should be getting 12v power on pins 3 and 4 on the pad according to page 11
did you find the control box?
On the 4 pin connector, do you have power on the pin 3 power (black)and 4 ground (blue or green)
You do have power on the red wire from the pump harness, correct?
