If its not taking water and you know the tank isn't full, it sounds like they installed the water inlet pipe incorrectly
But it won't fill now?
Was it winterized by someone other than yourself?
It can't all come back out the water inlet port, water doesn't run uphill. Does any water come out underneath the RV. Did you open the fresh water tank drain valve?
Is it a port where you stick the hose in the fill port or do you screw on the hose and turn a valve?
OK I got it.
The water fill port has a stop valve that when working correctly, lets water in but stops water from coming out. Yours is not working correctly. You need a new one.
I don't believe there is a closable vent to it. It is the one way valve inside the inlet.
