If its not taking water and you know the tank isn't full, it sounds like they installed the water inlet pipe incorrectly

the tank fills and the overflow works; I used the motorhome all last season with no issues
But it won't fill now?

it fills completely; I've filled it twice but when i remove the hose from the tank fill port, all the water drains out of the tank fill port
Was it winterized by someone other than yourself?

Blew out the lines using an air compressor but with a knock down pressure valve
It can't all come back out the water inlet port, water doesn't run uphill. Does any water come out underneath the RV. Did you open the fresh water tank drain valve?

This is my third motorhome in 25 years, same winterizing procedure each year; never had an issue

you are correct, their is water in the hot water tank but almost all the water in the fresh water hold tank comes back out
Is it a port where you stick the hose in the fill port or do you screw on the hose and turn a valve?

I have a Tank Fill Connection port and a city Water connection port

you screw in the hose to either port
OK I got it.
The water fill port has a stop valve that when working correctly, lets water in but stops water from coming out. Yours is not working correctly. You need a new one.

most likely there is a fresh water tank vent that I closed when I winterized but forgot to open
I don't believe there is a closable vent to it. It is the one way valve inside the inlet.
