The way to test the converter is to check the DC output at the converter, when you are plugged into power you should have over 13 volts DC at the converter and battery. IF you have good DC output on the converter and it is not making it to the battery I would look near the battery for a DC breaker, any breakers are going to generally be 18" from the battery or inside a battery control box with other breakers, fuses etc. The breaker will have a cable on each side of it and you should show the same voltage to ground on each side, if only one side shows voltage to ground then the breaker is suspect as it is not allowing the voltage to pass. Below is a link of one style breaker and you may have several for other circuits, this style breaker will normally have a tab that pops out you can reset but some are thermal and have no reset.

The only way to troubleshoot is with a volt meter, if you have the make and model of the converter I should be able to send you a link on some troubleshooting.

That is an inverter, it takes the DC battery voltage and makes AC voltage when you are NOT plugged into power. IT would power some of the outlets, fridge and TV's. From what I can tell it is only a 400 watt inverter and would not charge the batteries, you would have a power converter at some point that does the charging. Some RV manufacturers use a power converter and inverter. Some use a large inverter to do all the functions, with a small 400 watt inverter it would not charge the batteries the power converter would. The power converter could be about anywhere in the RV, or it will be built into the main fuse/breaker panel, if that is the case you will normally see two fuses away from the others. The other style converter is about the size of a shoe box and plugs into an outlet, it could be about anywhere and it does have a fan on it, so when you are plugged in you may hear that fan running. The stand alone style will have two fuses on it.

IF you had a 3000 or 5000 watt inverter then it would handle the charging but with a 400 watt all it is doing is supplying the voltage when you need AC power. It should always be off unless you need AC power not plugged in or with the generator. IF you leave an inverter ON and not plugged in it can run down the batteries.

I am not sure I follow, the RV should be plugged into a 30 amp or 50 amp service of 120 volts. IF you are trying to plug the RV into a standard 110 outlet it can cause all kinds of problems. IF that is the case I would plug into a good 30 or 50 amp service and see what happens. Plugging into a 110 outlet on a RV that size can cause line loss or major voltage loss and items will start to fail.

So not sure what you mean by the plug into a 110 outlet.

It is taking the DC battery voltage and then supplying the AC power.

I am having a hard time thinking a 400 watt inverter does nay charging, normally a small 400 watt inverter is taking the battery voltage and making the AC voltage not charging the battery, see link below page 9.

I am showing you have a 75 amp power converter the 400 watt inverter was an option and it's function is to supply voltage for the dash TV and VCR.
