A of right now, it seems like you overfilled the gray tank, and the leak was coming from the top of the tank where the drain pipes enter it. You can address that another day if needed. The city water should not be filling either the gray or black tank unless you have a toilet or faucet leaking at its valves. I recommend leaving the gray tank open to drain while you camp, then close it on the last day so it can fill up so once you drain the black tank, you can use the gray water to clean the poo from your drain hose. If you are still worried the camper is using city water when you are not using any. You can place your ear to the hydrant to see if you hear a slight hum or whine noise that indicates water is flowing. You can also kink the hose and hold it. If the hose after the kink gets squeezable then your camper is leaking somewhere inside.
