Yes should have some push button round breakers on the outside of the RV up front. Below is a link for a diagram you can see a electric step control and electric step power fuse. Make sure the button is pushed hard, sometimes it takes some pressure to get them to reset.
What I would also suggest and I do not know if this would be possible for your sister but normally what you can do is get about 3' of 10 or 12 gauge wire, strip each wire on each end about a 1/4", get a charged 12 volt battery and then locate the motor under the step, disconnect the connector on the motor and jump voltage with the wires from the battery to the step it should move, if not swap the wires if nothing still happens the motor is bad.
Also sometimes the motor can seize up and giving it a few taps with a hammer or mallet will bring them to life, all the connections underneath should also be checked, they can be exposed to the elements.
