That system should have a jumper on the back of the control panel that you can try and use to get the jacks up. Click HERE and have a look on the very last page. Kwikee was owned by Power Gear and then Lippert purchased both companies, if you click HERE and go to page 11 it will have some troubleshooting.
IF push comes to shove normally what you can do is loosen the lines at the jacks to take the pressure off the system and then push them up. IF you drive I would secure them so there is no chance of them falling. IF you have leaks that means the pressure can leak down and cause the jacks to come down.
