From what you have described here this sounds like a fault with the inline feed from the outside receptacle.I have seen cable connections disconnected or even damaged when these are built in some cases that will cause no line input feed when connected to the outside receptacle.It should be a simple plug and play when connected to this cable and should tune just the same.
Since this is a 2018 model this should still be under factory warranty.I would speak with the dealer to see if you can get this looked into and repaired at no charge to you under factory warranty.They should be able to diagnose and repair this for you at no charge.
I do suspect there is a fault with the inline feed from the outside receptacle.

Did you buy this system new and did you only get the antennae and cable with it or did you get the power inverter/inserter as well with it?
O.k.,does your model RV/Camper have more then one TV hookup?
O.k. I suspect the issue is the way the splitting is done from the outside connection leading to these other tv connections.I know some model antennaes will not work properly when they connect to a split connection instead of the power inserter first.I suspect this is what is happening here and is why you have no connection or are unable to tune.
The outside connection is usually for a connection at a park or camp that has satellite feed in direct to your tv.
On the installation instructions for this model antennae it specifically says to use the cable provide to run from antennae to inserter as shown below:
NOTE A 25’ coaxial cable is
included with the antenna.
To ensure proper operation, use only
the included coaxial cable. Failure to
use the included coax cable or use of
the interior/exterior pre-wiring could
hinder proper operation.

I suggest using the 25 foot lead in and run it into your rv/camper using existing wire inlet connections or a passage for the cable to enter into to then hook up to the inserter itself.Then connect that to the receiver for proper operation.
