Pretty sure these are HWH jacks, when you hit the retract button do you hear any noise at all? This should have a control box for the system and sometimes that box can be mounted to the floor of the dash, to the firewall in front of the steering column which is very difficult to access or it could be outside in a storage compartment... IF you go to the pump manifold you should see the solenoids with T handles on them, if you open them up about 5 or 6 turns the jacks should start to retract. I do not know if you are stuck or not but that would be one way to get them up,once they are up tighten the T handles back up so you can travel.
The wires from all the jacks and the control pad will run directly to that box, I want to say during this time frame it was a silver box with fuses on the outside of the box....
