I have a 1997 Winnebago Brave with twin roof air units. Both

I have a 1997 Winnebago Brave with twin roof air units. Both worked last fall. The rear unit works and cools normally. When I switch the power to the front unit, the fans runs on high with the t-stat in the fan on mode, but when the t-stat is switched to heat or cool- no fan or compressor. In cooling mode I hear a click at about 90 second intervals but the compressor and fan never start. Any ideas? Voltage at the input terminals is normal.
