That would indicate a problem with the LP working pressure at the tank regulator most of the time. That would be the first thing to check. Most shops should have a manometer which is what you use to check this. Many regulators are adjustable, but some aren't, so it yours is out of specs then it should be replaced. I would have them set it to about 12 WCI (water column inches) as that gives you about 11 WCI with around 35K btu being used. Hope that proves helpful here. That sounds pretty expensive! Adjusting this should take less than 30 minutes. I charge about $25 in my shop for this service. You might want to let me know what he did exactly. IF he actually adjusted this already, the regulator may be failing and just need replacing.
And be sure the feed line isn't pinched or kinked...........that can cause a problem of this nature.
