All my batteries are good and 100% charged and i can not start the engine or generator.

Check the battery disconnect switch and see if that is in the wrong position. That is the most common cause of this.

The battery cut off switches are on and still nothing is working. There is electricity that goes the generator and engine but not enough to start either.

How did you determine that enough power was available through the batteries? Load testing is the only way to do this and not just with a volt meter.
