I have a 2003 BT cruiser. The hot water comes out of the faucets

I have a 2003 BT cruiser. The hot water comes out of the faucets although its not hot. I popped the TPS on the Hot water heater and no water came out with the pump on. I pulled the drain plug and again, no water in the water heater but the faucets all run water when the hot sides are open, ??? Why don't I have or how do I get water in the Hot Water Heater?

Hi, go behind the water heater to the plumbing and you will see bypass valves that are used for winterizing, take a look, and get back to me , thanks
