I used to install vinyl in RV'S many years ago when I started before getting into service, normally bumps in the vinyl are caused by the sub floor not being cleaned off well enough before putting the vinyl down, as you walk around on the vinyl it will start to crack and maybe get dents or rips in it. The floor should be blown off prior to the vinyl install. I have also worked service for a few major manufacturers and sometimes an owner has to go through allot to get things to happen. I might stay on them about this and make sure they document any repairs in-case the floor gets worse. I can not say why they will not replace or overlay the vinyl, that would be between you the dealer and manufacturer. Most Rv manufacturers will bend over backwards for new owners so I might let them know directly you are not satisfied... Hope this helps some... Robert
Also yes if the sub-floor under the vinyl had dents then patching that part would be the proper repair... And the slideroom could mark the floor if it was miss adjusted....
I would bypass the dealer and go to Winnebago and tell them the issues with the repairs....
