This sounds like it could be a circuit board issue if you replaced the relay and tested the heating element, make sure the water heater is empty when testing that element or you can get a false reading. IF you have power in and out of the switch for electric and do not have power on the yellow wire running to the relay then I suspect the circuit board is bad.Pull the connector on the board and clean the contacts with a pencil eraser, sometimes that connection at the board can cause problems.
