You are on the right track with this, the control board will not receive power until it goes through the sail switch and High limit switch. As the blower comes up to speed it closes the sail switch and sends power to the board via the high limit switch. IF the fan is not spinning fast enough it will not close the sail switch so make sure you have good DC voltage and none of the vents inside are being blocked. Many times you will see a flashing 1 for a limit switch if it starts and shuts down. These are a little difficult to access, most times the blower motor needs to be pulled to get to the limit switch.
