IF this is a ISB 300 then you most likely have a canister the filter sits in. These are normally located on the top of the engine and the canister will be black plastic and have a raised square area that you can put a wrench on and spin the cap off. The cap should have a large o-ring and the new filter should come with one. You might also have a secondary filter that would be mounted lower and will be a spin on type filter, it might be in a rear storage bay or underneath near the back of the engine. Newmars are difficult to service they seem to put there fuel filters in locations that are difficult to access.
I think you are on the right track with this and I would change the filters to see if that helps, I would also inspect the air filter and make sure it is not plugged up... If you do change the filters make sure you pre-fill the canister and secondary filter with clean diesel, on these you have to bump the engine several times if you loose prime..
