Is the TV 12V DC or 120V AC? In other words, is the box you are referring to a special 120V receptacle or a 12V outlet similar to a cigarette lighter outlet?
This is indeed the device that prevents your TV from operating while the RV engine is running. With the shore power plugged in (or the generator running) and the ignition OFF, you should have power there. With the shore power plugged in (or the generator running) and the ignition key ON or the engine running, that outlet should be dead.
If this is not the case, you will have to remove the box from the wall and see if there is a fuse inside it. If there is a fuse there, it will be a 12V automotive fuse. Other than that, you should measure the 120V source going INTO the control box to see if power is getting to it. Again, make sure the vehicle ignition switch is turned OFF when you check all this. Be careful not to get a shock.
If you find that you can't get it to work or it seems to be broken, you can always install a standard receptacle in it's place. However, obviously in this case it's important not to have the television on while driving if it is in view of the driver. However, before you do this, please make sure you measure the incoming voltage, as well as check for a fuse and check all the wiring connections in there.
