Just so I am understanding, everything is working but the Allison transmission pad is dead?

IF the engine will not start and all the dash has power and the pad is not lighting up the coach will not start. The engine needs to see neutral to start. What you can try first is to clear any codes on the transmission. Make sure the parking brake is also set. Below is the procedure for clearing codes. IF that will not work with the pad being dead you will have to find the TCM for the transmission. The TCM (transmission control module) will have two fuses and some relays in it. You need to verify that the fuses are good. I am fairly certain that Monaco puts the TCM under the shifter pad in the dash and it is a pain to access with all the wires in this area, should be a square box that says Allison on it..Also check the front passenger side electrical bay. I would also verify your chassis battery voltage and make sure all the connections are tight at the battery.... IF the fuses are good it could be a problem with that TCM and if you get to that point I would call Allison.... Here are the procedures for clearing codes....
To clear any existing diagnostic codes push and hold the MODE button for approximately ten seconds while in the diagnostic mode to clear all of the codes. Shift selectors with two digit displays will sound a tone at about eight seconds and a second tone at about ten seconds indicating that all of the codes are cleared. Shift selectors with a single digit display will flash the LED indicator at about three seconds and again at about then seconds indicating that all of the codes are cleared.

The TCM box is in the front electrical bay. I will go check the fuses and will get back to you
fuses are fine . use ohm meter and checked both... also at the back of the coach on the curb side is another electric panel that has three fuse blocks , one is marked Transmission
diagnostics and other two blocks say engine diagnostics.

Tried to clear the codes but can't get the system in diagnostic mode with no power. Guess I have to call Allison unless you have other suggestions.
I think at this point contacting Allison is the next step...From my experiences the TCM could be the issue but want to check with them first. I was hoping it was a fuse but seems they are OK... On one side note I have seen a loose fuse, which checked good on the meter and was just making poor contact in the box. Also Cycle your parking brake a few times.....
