Irrigation, legal question who can connect to my irrigation lateral run after it leave SRP distribution system?

neighbor wants irrigation to their property and they want to cut and connect to system outside of my property. system is mine, i'm only one connected to it.

Long story. I have tried to obtain a No Contact Order against my neighbor-it was dismissed. I tried to file criminal charges against him for trespassing-this was dismissed and I was told this is a civil case. Waiting on surveyor that did initial survey to clearly mark property line. My neighbor has his fence encroached on my property and has told me that a certified engineer that did the initial survey does not know what he is talking about; he has dug under my fence to create an irrigation drainage system to drain water from his yard onto mine, has damaged my front yard floodlight, has attempted to disable one of my security cameras. I have not filed for the civil case yet; however, I am in the process of obtaining estimates for soil (to replace soil removed from underneath my fence and loss of soil due to soil erosion from flooding of water onto my property), an estimate to repair flood light, an estimate to replace the soil on my property.
