On new construction, do you pay closing costs before construction has begun?

No, and normally you would not close at that early stage either. You want to protect your payment in the event there is delay, construction does not complete, and should most definitely have legal counsel review the documents.

the house is in Alabama I live in florida I am Darrel Henderson, my wife and I had Jim Walter build a house for my mother to live in the Prattville, Alabama in 2004. Jim Walter also built my mother's original house in 1960 on the same property they constructed the new house. It wasn't until 2009 that it was brought to our attention that both houses were on the wrong property when there was a notice that the taxes hadn't been paid and would be put up for sale. At that point to keep my mother in her home, we began paying property taxes for the property where the house should have been built and the property that the house is actually on.
