The Association has to pay if the following is true:
1) The declarations, restrictions, or bylaws state that it has to pay (if not sure, you can ask the Association for a copy of all three to check them); or
2) An agent representing the Association caused the stoppage (if so, the Association is liable for the damage).
3) You have to pay the plumber.
If the plumber has found hair, the presumption is that it is yours, and it caused the stoppage, so you are liable. If so, then someone in your situation would have to prove #1 or #2 to get the Association to pay.
