Was there a written contract for the work to be done?
Are you saying that you purchased a home from a seller who then was sending out inspectors and a contractor never came to do the work. It is a bit unclear. If you can clarify, that would be great.
So the claims would be for breach of contract in law and promissory estoppel in equity (meaning they promised and failed to fulfill it). This would first entail having an attorney writing a demand letter, certified return receipt requested demanding they do the work. Then if they failed to do so, you would bring an action in court.
