my landlord agreed to a new lease agreement, accepted the new rent payment and said she would type up the new lease and bring it over. she then showed up with a property manager and a notice to vacate. does she have to honor the new lease agreement and if not do I deduct the extra money off of the last months rent

If the landlord accepted your rent then they established a month to month tenancy and, while the written lease is not valid unless it is signed, the landlord can not terminate the month to month tenancy without giving you 60 days notice.
