can an Individual file a lien on a vehicle said individual has been storing to either be paid for storage or acquire title to vehicle for disposal purposes.

Basically yes. There are certain requirements however. There has to be some sort of written agreement or evidence such as a parking receipt or stub that speaks to the issue. Even if it does not the New York State DMV provides a wide range of situations where an business or individual with the correct standing can impose such a lien. In order to dispose of the property the individual would have to obtain title of the property, perhaps through the lien, perhaps by court judgement. Best, Sean
