May a new property owner build a fence in your driveway which diminishes your driveway resulting in your inability to open your car door if you park in said driveway.

Technically, the property owner can build his fence on the property line. It doesn't matter what affect that has on the adjacent property. In order to claim your right to use that property, you will have to establish a claim by adverse possession. I suggest that you speak with of local real estate lawyer as soon as possible.
