the zoning where our property is at is R1-1-R10 and when we purchased it back in 1997 it already has 2 houses in one lot with each having a separate street numbers (address), and now my husband intends to build a separate unit for his mother , can he do that ? By the way , he plans to build the 3rd unit on what was used to be our car port that we demolished. Can he do this legally because I am against the idea .

In order to properly respond, one would need access to your local code in order to see what exactly is permitted and not permitted in the R1-1-R10 zone. I consulted LA's zoning code and I see an R1 zone but no R1-1-R10 zone
