Only if the landlord agrees to the repairs (gives you a contract to do repairs, and agrees to the lien).

If you perform work on the property without the owner's permission you can be held liable for the work (you are changing the property owner's property without permission), and they can actually sue you for this (even if you believe you are improving the property). And you are doing so at your own time and expense (the owner does not have to reimburse you).
