Legally, the COA and HOA is private property owned by the association. Thus, the board can insist on identifying any and all visitors. This means they can ask for identification and can photograph guests and visitors so that they have records and can identify them as being authorized as a guest to be on the property. There is no FL law prohibiting it or addressing it, meaning it is allowed.
